Congo confirmed their place in the knockout round after a 0-0 draw against Central African Republic in their final group game on Sunday night.
The Congolese finished in second position behind Uganda.
The quarter-final fixture will be played at the Suez Canal Stadium, Ismailia on Friday, March 3.
Victory in the game will see the Flying Eagles secure a place at the 2023 FIFA U-20 World Cup.
